I just turned 15 on March 10th and my mom is saying i could get my learners permit 6 months before my 16th birthday is that true? if not when could i?

I live in CT and I think that you need to wait until your 16th birthday, but some new laws were passed after I got my license so I could be wrong.

Teenager drivers need to apply for a learner permit in the Connecticut must wait until they are 16 years of age. Once the teenager has reached the minimum legal age, they must get ahead of a vision test and a question knowledge test. The teen driver must also be accompanied by a parent or legal guardian and have a notarized certificate of parental consent. After the teen driver has passed these tests, they need to hold the learners permit for 180 days before testing for a driver license.
